A modest proposal

I really don't understand this reading but what I got out of it was, it is talking about how poor this country is, and how the kids are either beggars, or sold to people that will eat them, and then after they are eaten the bodies are used for clothing like gloves or boots. Parents are raising their kids just to be sold, to make more money until the next baby is born. It sounds like Jonathan Swift disagree with this practice and would like the country to be able to give money to the poor and not feed off children. I don't know for sure if this is what he does want to propose, but what it sounds like to me.
